Lincoln is a general law type of government with a
five member, non-partisan city council elected for four
year overlapping terms. Council members designate a
mayor and mayor pro tem on an annual basis. The council’s
programs and policies are carried out by the city manager,
who provides direction to city departments. Lincoln
City Council members also serve as the Board of Directors
of the Lincoln Redevelopment Agency and the Lincoln
Public Financing Authority. City Council meetings are
held at the McBean Park Pavilion, the second and fourth
Tuesday of each month at 6:30 p.m.

City Manager's Office
The City Manager's office houses the City Clerk, Records
Management, Human Resources, Public Information and
Economic Development. The City Manager manages the daily
operations of the city, appoints department heads and
reports directly to the City Council.
Operations - Engineering Development
The Public Works Department operates and maintains water
treatment and distribution systems; wastewater treatment,
collection and reclamation facilities; maintains and
repairs city streets and storm drain facilities; operates
solid waste collection and recycling programs; operates
the regional airport and local transit service. The
Engineering Division prepares and reviews capital improvement
plans for all infrastructure and provides construction
management and inspection services.
Community Development—Planning
· Building · Code Enforcement
The Planning Division administers the city’s zoning
code, assigns new street addresses, and processes new
development applications such as design review, conditional
use permits, variances, and tentative subdivision and
parcel maps. The planning division enforces zoning code
provisions with respect to land use, building requirements
and nuisance abatement. The Building Division issues
building permits and inspects new construction. The
department administers and enforces various uniform
building codes, including plumbing, mechanical, electrical,
housing, and nuisance abatement codes.
Police and Fire - Community-based policing
The primary goal of the Lincoln Police Department is
to protect life and property. They accomplish this with
active involvement in the community and an active neighborhood
watch program. The Lincoln Police Department takes a
customer service approach to community based policing.
The Lincoln Fire Department provides full service to
its citizens. It has a professional staff of 23 full-time
Fire Suppression Officers and 21 dedicated volunteer
fire fighters. Members of the Lincoln Fire Department
train weekly to maintain their emergency medical and
fire suppression skills to ensure the highest level
of service to the community.
Parks and Recreation
Lincoln Parks and Recreation offers a variety of special
events in the spacious parks and downtown plaza. Facilities
include Joiner Park, Markham Ravine Neighborhood Park,
McBean Park, Lincoln Dog Park, Third Street Park, Twelve
Bridges Park, the Downtown Plaza and the future 45-acre
regional park. Parks and Recreation also provides classes
for tots, teens and adults and host special events like
the Annual Mayor's Cup Challenge. There are facilities
to rent for most any need. For large gatherings, there
is McBean Pavilion, an indoor facility with a full service
kitchen, and the McBean Barbecue area. The Civic Center
and the Conference Center offer average size meeting
places, while the Scout Hall and the Little House on
the Plaza are available for small events.
Finance & Administrative Services
This department is responsible for accounting, cash
management, information technology, purchasing and central
services. This department also processes utility bills
for water, sewer, and solid waste collection.
City Attorney
The city contracts with the firm of McDonough, Holland
and Allen for legal services.
