Redevelopment Agency
Established in 1983, the Redevelopment Agency provides
business incentives that include gap financing, parcel
assemblage, infrastructure improvements, fee reimbursements
and other benefits.

Lincoln Low Interest
Revitalization Loan Program
The purpose of the Revitalization Loan Program ("RLF")
is to provide incentives and financial assistance to
business and property owners for business expansion,
construction and facade renovation, signs, exterior
doors, windows, awnings, exterior graphics, exterior
lighting, pedestrian walkways, public parking, landscape
improvements and other costs deemed appropriate by the
Loan/Grant Review Committee and the City of Lincoln.
Loan Amount: Minimum None
Maximum $50,000
This amount only applies to the RLF loan portion of
the project. The maximum amount of the RLF loan program
may be exceeded on a case-by-case basis as approved
by the Review Committee and the City Council.
Statewide Community
Infrastructure Program (SCIP)
SCIP is a program designed to allow developers to finance
development impact fees that they all have to pay upon
receiving building permits. SCIP is available to all
property owners, including developers, located within
the city. Under the program, developer’s impact
fees are paid by a bond which is retired by an assessment
on the property.

Tax Exempt Financing
for Manufacturers
The Bonds for Industry Program provides manufacturers
with below-market financing at tax-exempt interest rates
(approximately 60% of prime). Taxable financing is available
at approximately 80% of the prime rate. Applicants must
be manufacturers. The project cannot exceed $10 million
(minimum
$250,000). The project must create new jobs and have
support from the Lincoln City Council.

Community Development
Block Grant Program
The goal of the Community Development Grant Program
is to stimulate economic growth and create or preserve
jobs by providing flexible financing to businesses.
The funding is available for local businesses
to purchase land and improvements, existing buildings,
construction of buildings, for the purchase of machinery/equipment,
inventory, and off-site improvements. Loans are available
from $5,000 to $50,000 with larger loans considered
on a case-by-case basis.

Small Business Development
Center (SBDC)
The Sierra College Small Business Development Center
provides assistance in the areas of general management,
business planning, financial resources, and marketing
services to those who own or plan to own a small business.
The center offers information and referral services,
business consulting,
management assistance, business education and training,
as well as publications,
videotapes and Business Start-Up Kits for small businesses.

Foreign Trade Zone (FTZ)
Much of the area surrounding the Lincoln Regional Airport
has been federally designated as a Foreign Trade Zone
(FTZ). Locating in an FTZ allows companies to import
products for manufacturing and
assembly without paying certain duties or excise taxes
until the products are offered for sale within the United
States.

Employment Training
Panel
The Employment Training Panel (ETP) assists businesses
in acquiring and retraining skilled workers by subsidizing
employer training for individuals who have exhausted
their unemployment insurance.

CalWORKs
The CalWORKs program offers employers the opportunity
to recruit potential employees from a resource of newly
trained individuals. Placer County CalWORKs maintains
a pool of 600-800 individuals who are ready for work.
Employer Tax Credit is available to businesses that
hire CalWORKs clients. In certain cases, CalWORKs can
provide the tools necessary for new employees to do
their job as well as to receive transportation and child-care
assistance. There are no charges to
employers or clients.

Sierra Economic Development
District (SEDD)
The Sierra Economic Development District (SEDD) assists
businesses by providing information in the following
areas: federal and state funding, federal and state
loan programs, bidding for state projects, import/export
marketing, socioeconomic data and trends, and other
information resources for the business community.

Employment Development
Department
The California Employment Development Department (EDD)
is a multifaceted department offering a variety of services
under the Job Service, Unemployment Insurance and Disability
Insurance programs.
As the designated agency for employment services and
the nation's largest employment agency, EDD offers employers
an abundance of assistance, including job recruitment,
screening and hiring assistance, tax credits for hiring
targeted individuals, labor market information, and
assistance with
unemployment and disability insurance questions and
concerns.

The Business Advantage
Network
The Business Advantage Network is a group of local Workforce
Development professionals who combine their resources
to meet the needs of Placer County businesses and job
seekers. Twice a year they provide free job fairs to
support the business community and job seekers in Placer
County. Throughout the year, however, they offer free,
on-going support to businesses by providing services
for recruitment, training and financial incentives such
as partial wage reimbursements and tax credits for hiring
qualified individuals. Business Development Representatives
are available to take information on job openings and
to spread the word to qualified job seekers through
their network of dedicated professionals. Individual
hiring events and interview space can also be arranged
through the network to
meet the needs of small and large businesses.

Recycling Market Development
Zone
The Recycling Market Development Zone (RMDZ) was created
to help provide market development as necessary to ensure
a healthy market for collected recyclables in order
to make recycling economically feasible in the county
and state. In addition, this program can assist in creating
jobs through the manufacturing of recycled-content projects.
This financial assistance program is available
to manufacturers located within Placer County who use
post consumer waste materials in their manufacturing
processes. The maximum loan amount is $2,000,000.

Micro-Loan Guarantee
Program
California Capital is dedicated to promoting small business
growth by providing financing to businesses. The purpose
of the Micro-Loan Guarantee Program is to provide a
means to offer small loans of $35,000 or less to businesses
unable to obtain financing simply by virtue of the amount
of the loan requested. The focus of this program includes,
but is not limited to women, minorities, disabled
persons, and businesses in enterprise zones.

Sierra College Contract
Education
Technical Education is one of Sierra College's responses
to the preparation of students for entry into the workplace.
Their goal is to develop and maintain a competitive,
technologically skilled, and readily available workforce
for the local economy by delivering affordable training.
Students receive skills
specific training in short-term, credit courses taught
by college faculty and industry experts. Practical,
hands-on learning in new, state-of-the-art classroom
labs prepare students to enter the workforce for the
first time or for job advancement within their current
specialty. Skill specific training classes can be taken
for credit within the College's Technical Education
Program (TECH ED).

Sierra College Customized
Workforce Training
The primary focus of the Sierra College Customized Workforce
Training Program is to provide client-defined programs
of instruction at sites that are conveniently located
for participants to attend. The Sierra College Customized
Workforce Training Office serves as a liaison in these
matters and is responsible for coordinating the delivery
of all contracted credit and not-for-credit courses,
associated
activities, and services requested by business, industry
and governmental or community agencies that want to
meet the educational needs of their employees or clients.

Loan Guarantee Program
California Capital is dedicated to promoting small business
growth by providing financing to businesses. The California
Loan Guarantee Program permits Regional Development
Corporations to use state funds to guarantee loans made
by banks or financial institutions up to 90% of the
outstanding principal balance with a maximum guarantee
amount of $350,000, including guarantees for short term
capital.

Export Loan Guarantee
Program
California Export Finance Officer (CEFO) provides working
capital loan guarantees to help qualified companies
obtain short-term capital loans for specific export

Center Procurement Technical Assistance Center—
FTC PTA
The FTC PTAC enables small businesses to locate contracting
